The is a commercial-grade two-way mobile radio, widely used in taxis, construction, security, and fleet management. To program it (set frequencies, squelch codes, power levels, etc.), you need Motorola’s proprietary Customer Programming Software (CPS) . However, unlike USB radios, the GM3688 uses a legacy serial interface, and Motorola strictly controls software distribution.
The problem? They were programmed for a different frequency used by a long-defunct taxi fleet. To save the town, Elias needed to reprogram them for the emergency SAR (Search and Rescue) bands.
