The movie is set in 1940s Shanghai and follows the story of Sing (played by Stephen Chow), a wannabe gangster who tries to join the infamous Axe Gang. However, his plans are foiled when he mistakenly joins a group of wannabe gangsters who are trying to extort money from a neighborhood. The neighborhood is protected by a group of skilled martial artists, led by the mysterious and beautiful Miu (played by Zhao Wei).
