KONAMI shut down the official PES 2015 online servers years ago. However, the game remains fully functional offline. Since there are no more live updates, your Option File will never be corrupted by KONAMI again. This is a massive advantage for retro players.
Unlike PES 2016 and newer editions, PES 2015 on PS4 does NOT support full image importing (kits, badges, managers). Sony restricted file access on the PS4 until late 2015. Therefore, true Option Files (with custom kits and leagues) do not exist for PES 2015 on PS4 in the way they do for PS3, Xbox 360, or later PES titles.
Since you cannot import images, an "Option File" for PES 2015 PS4 is limited to and roster updates via the Edit Data file.
