This is not a file path issue, but a logical path issue. Chrome treats "Other bookmarks" as a permanent system folder.

You navigate to the Default folder, see the Bookmarks file (it has a size of several KB or MB), but Chrome shows nothing.

Chrome hides its user data in the AppData folder, which is hidden by default.
